... are facing a new clampdown under a bill proposed at the Scottish parliament.

Bid to fine disabled bay abusers (http://news.bbc.co.uk/1/hi/scotland/7433550.stm)

Disabled Parking cheats face fines (http://www.express.co.uk/posts/view/46865/Disabled-parking-cheats-face-fines)

Including blue badge fraud:

It is believed thousands in Scotland are disabled badge cheats.

In a recent crackdown in Edinburgh, police were shocked at the level of blue badge abuse they found. They found one motorist had been using his mother’s disabled parking permit even though she had died several years previously.

A 43-year-old company director was charged for using a home made badge on his Mercedes and a 30-year-old man used a home made badge on his Smart car.

Another who was charged after displaying a fake badge said he had bought it for £50.

I’m always seeing empty disabled parking bays when everywhere else is packed.

Me too. A friend got fined for parking in one really late at night when there were about 10 empty bays. Pathetic.

Mind you, I don't approve of people who pretend to be disabled when they're not. I often see people with badges who park in the disabled bays at the supermarket and then practically run into the shop. At least people without badges who park in them know they shouldn't be there, but the people with badges who aren't disabled really seem to think they are in the right.

I sympathise with the problem.

What about a time restriction, say 9am -7pm, when disabled parking has to be respected and enforced. And outside those times, it's advisory rather than mandatory.

I think that’s an excellent idea.

That many? It pisses me off when you see people using disabled badges "By proxy" ie applied for by a passenger/possible owner and used by all the drivers of the car.

They would be easier to identify and prosecute than those with a fake badge.

I find that less offensive that those who are clearly not disabled but do have a badge. At least those who don't have one are just blatently disregarding the rules for everyone to see, whereas those with badges are attempting to do it by stealth.
